is ratelimiting part of the DDoS mitigation? when i pip install from a requirements file with lots of github hosted libraries...its seems to error out mid way. if i install one requirement by one, it works fine.

if im hitting a handful of github urls in quick succession (via an ansible playbook), would that appear as DDoS attempts, and cause blocking / tarpitting?
